what is flex?

A compliant mechanism (sometimes referred to as a flexure) is a flexible structure that elastically deforms without joints to produce a desired functionality, such as force / motion transmission, motion guidance, energy storage and release, etc.

The easiest way to get rid of torsion twist is with a little carbon fiber. The trick is to reduce torsion twist but not stiffen up the longitudinal flex, and this is done using bi-axial carbon fiber (+45, -45). One layer on the top of you core and one on the bottom. You can fine tune it by using lighter or heaver cloth. Of course, the carbon fiber doesn't replace the fiberglass layer, but you might not need to use triaxial fiberglass. Instead you could probably use bi-axial (0, 90), or uni-axial (0). If you want to go a little bit further you could use uni-axial carbon tape and lay the carbon in the places that need it most and at the best angles.

There's no hype to carbon fiber. You could easily build a great board just with fiberglass, but lets face it, carbon fiber is stiffer than fiberglass — a lot stiffer! So if you want to stiffen up a part of your board without adding a lot of weight, carbon fiber is the answer.
